I really like some posters on here. Seeing as a lot of these calls are scams, which are illegal to start with what's one more minor charge for violating some call list law? Kinda like the criminal in possession of a firearm. Most often when caught it's for committing another crime with said firearm. Most often the courts, because of overcrowding, are going to issue concurrent sentences so no extra time will be served.
And the programs for making up phone numbers has been around for more than a few years as have programs that generate false IP addresses.
