I figure 200 million phones in America, 30 calls per month(very conservative)=6 billion annoyances per month. If there were 6 billion knocks on the door at midnight, something would be done.
We have noise laws (not enforced) and harassment laws (sometimes enforced), mail fraud laws, wire fraud laws. Many of these robo laws are lead-ins for a fraudulent deal or scam.
I think a simple, but aggressive and very visible enforcement of the "NO Call" list would stop many of the callers. As long as the laws are vague and the enforcement non-existent we will have to be annoyed for no reason 6 billion times a month.
