Make all the laws you want. They don't apply out of country, and do you really think that CRIMINALS are concerned about laws? News flash, they aren't concerned in the least.
I work for a phone company. Fraud is a big problem, but there is little phone companies can do about it but keep track of it, and provide the data when subpoenaed.
The antitrust laws that broke up Ma Bell also make it so any yokul can get their hands on the equipment to pretend to be a phone company, because literally anybody can set up a legit phone company in a spare closet. Heck early on in my career here we acquired a phone company that was being run out of the guy's living room!
Anyone can spoof numbers these days and there is nothing you can do to stop it until they do something bad enough. Then you track them down, arrest them, wag your finger at them, then release them back into the wild so they can go do it again.
