I don't really know for sure what happens but here is my best guess. The pickup tube does not go all the way to the bottom so unless the tank is drained regularly this crud can build up. When the vehicle has plenty of fuel this "crud" stays compressed by the weight of the fuel above it so it doesn't get stirred around. When you go empty this stuff sloshes around and is then easy to pick up. I also seem to believe the slugs of air being pulled in prior to shut down is loosening sediment in the lines and the fuel filter. We get a quite a few pumps in that will not start again after having run out of fuel. Good possibility the pumps are so worn out they can't recover enough fuel pressure to restart. Good question! Maybe someone else has an Idea on this matter. Diesel Dan (the pump man)
