PB blaster is the best penetrant I've found. Without heating it with a torch, leave the Blaster on for a day or two. Recommend you spring for the $10 torch. Compares very well to $1000.00 a day in cardiac emergency care. Also remember, first try to tighten the bolt, then back it off a bit, then retighten, then repeat, all the while squirting fresh PB blaster on the exposed threads-- keeps the rust from binding up the threads too much as you remove the rusted bolt.
