Yes that is what most call algae. It is really a bug.
Buy a case of filters; add some biocide to the fuel; and run the fuel down low in the tank. For 5 gallons I would just drain the tank and throw it away. That way you can get the water out also.
Then fill the tank and add biocide in a shock treatment amount. Be prepared to change filters as it kills the bug and sends it out the tank to the filter.
