I know a few years ago they were issuing permits to some farmers that allowed them to kill them. That's the up side. The down side was that they had to leave them lay. So no goose dinner.
Here they (MN DNR) watched the guys with the permits like a hawk Guess if they caught you taking the birds there was a big fine, they revoked the permit and could confiscate both the vehicle (if on was used including tractors) and the firearm. At least that's what the paperwork a friend showed me said. I think they said he could kill 5 a day but they had to be in the field doing crop damage.
