I put an amber strobe light on the forklift at work just for that reason. Been on there for 10 years now and not a single incident of the ignition being left on!
I just let it flash all the time the ignition is on. It draws a minuscule amount of current.
To make it come on only when the engine is not running, you could wire it like an oil pressure light. It would need to have 2 leads, a positive that would wire to the ignition circuit, and a negative that would wire to a normally closed oil pressure switch.
