Yeah but economy PTO only reduces the engine speed by 10 or 20%. Running a 540 implement on the 1000 shaft, you're closer to 50%. That's WAY down the power curve.
If the tractor has massive torque and the implement has suitably low power requirements, it can work.
A New Holland 688 requires an 80HP tractor minimum. Second Nebraska test shows a 1370 case produces 155HP at rated engine speed. Keep in mind though that torque/HP curves are not linear. Half throttle may not equate to half HP. It may have enough to run that baler, or it may not.
