A fan just sitting out in the open is very inefficient at moving air. If there is a shroud around the fan to hold air in so it gets pushed by the blades instead of escaping off the ends of the blades it's much more efficient. The tighter the shroud to the outside of the fan blades the more the efficiency increases.
