You do have to have a license to buy R134a as of Jan 1 2018. Had to find my 20 year old license because sellers are now required to keep a copy of the buyer's license on file.
As is there any difference, yes there is. DuPont is obviously the purest and most expensive. Outside of that, there are minimum purety requirements, so some of the cylinders I get vary in performance I have noticed. I go through about 90lbs a year at my one man shop. In fact, one of my suppliers got stuck with none to sell a couple years ago because their bulk was not pure enough and was seized by port inspectors.
