I had a 454 one time that the pto turned all the time. I found that the disc in the pto clutch were stacked wrong. When the pto was supposed to be disengaged it would just turn slow. If any thing was connected such as a mower, it wouldn't spin unless it was engaged. When I took the pto out and re stacked the disc in the clutch it fixed it. This may not be the case with yours but it was a pretty easy fix . Good luck. Tommy
