Yes, there have been various posts about patching or filling gouges in tires, unfortunately they have not been situations where there is also a leak. If your tire is new enough and the rubber is in good enough condition, a commercial tire store can put a patch on the inside and grind the outside down to clean rubber and vulcanize new rubber in.
