I have worked on a few of those. As Paul says there is a part called the retainer that has to slide easily back and forth, and as Dean said sometimes it can be made to stick due to using a standard grease fitting instead of the proper short threaded one. This happened to me. However, when they get stuck, you suddenly have no steering because the pressure on the cylinder forces it to go to full lock in one direction or the other. I would be trying a new filter. The system doesn't develop enough pressure for finger tip steering like modern systems, it only makes it easy to turn while the tractor is in motion.
