Cold Farmall 140

I have a Farmall 140 we use for light field work and snow
removal. I recently installed a temperature gauge and
found the engine is only warming to 140'at most.the thermostat
is OK and the gauge has been calibrated. I have put a
sheet of cardboard in front of the radiator when it
gets real cold but we would like to fix whatever is wrong.
