Pump will need to come off. If the shop epoxied in the bushing per Stanadyne instructions AND rear seal is rolled then I'd say it's the seal. If the brass pilot tube was sealed with some other method there's a good chance fuel leak is BETWEEN the housing bore and tube OD. A pressure test would show that with a test shaft with seal installed in the tube. There should be NO air bubbles on the tube OD. I only use the two part epoxy as the service tubes are loose in the housing bore. I also modify the pilot tube bevel so the rear seal enters easier.
