They do that around here too. TX DOT just finished a pair of bridges on a farm-mkt road near me and the owner of the adjacent property has a beauty as a result. Win-win.
On soil types, I'm in clay but 10 miles West is shale/clay mix. Mine holds water, theirs has to silt in first to hold water.
