Gee, the town hall clerk gave me a zerox copy of the zoning regulations about height, distance from road and property lines, contractor bought the permit and my concrete floor was poured, building put up, not sure when the inspector signed off on it, I did all the wiring, hired an electrician to connect the service panel in the shop to the one in the house. My 24x36 shop with concrete floor cost $11,000 in 1995. Best thing I did was insulate it and put a ceiling in it with 6 inches of insulation above it. I used to use 10 gallons of kerosene a weekend to keep it warm. Now about 10 gallons a winter. Stays cooler in summer too. I did have to get 8 ton of crushed rock to fill in the ditch so dump trucks and ready-mix trucks could back in from the road and stay off my concrete driveway. After shop was done I scooped it up and rocked the path from the existing concrete drive to the roll-up door.
Two pieces of advice. First is Build it BIGGER! Second is put plenty of electrical outlets in, including 240V outlets for tools/equipment you don't own yet.
