You folks who live in states that let you do what ever you want to do to your land are sure lucky.That will never happen where I live. To clear new ground, land needs to be purchased from a land bank, it's called mitigation, to replace what was removed. Not the going land rate , but a hefty amount. A burn pile here, you got to be kidding. When I am mowing I need to be careful not to mow new brush land. Welcome to California. Stan
