I ran a 160 thermostat in my 57 Ford 640 (same engine as Jubilee) for a while, but in the winter the engine temp was around 140 at best. Replaced with a 180 t-stat . Depending how cold it gets in your area, you may want to cover up the radiator in the winter to keep the coolant from losing heat in really cold temps.
A few thoughts about your tractor. Since you just rebuilt the engine and replaced the water pump and T-stat, you may have some air in the cooling system which might explain the erratic gauge movement. Check your coolant level to make sure it is full, but not over full. Should cover the core in the radiator, but not to the top of the tank. Also try removing the radiator cap (Very Carefully) with engine running to see if you have bubbles or steam present. Hopefully not, this could indicate a leaking head gasket.
