Main thing is to align the pump timing marks under the two screw side cover BEFORE removing it. There are two shaft umbrella seals, rear one can be trouble, even with the seal compressor tool. The brass pilot tube in repaired pumps I use have a different angle making the pump go on much easier. Good chance there's more wrong inside your pump that's causing the throttle leak.
