Super H Carb rebuild

There is a flap/valve/vent?(for lack of a better word) at the bottom of the carb in the lower half of the carb that houses the float that leaks unless I shut off the gas flow. After hours of investigation I am at a total loss to explain what this flap/valve/vent hole does and why it exists. I bought a new CaseIH rebuild kit and it includes the part but if I knew why this flap/valve/vent was there in the first place I believe I could fix the carb better. Anybody know what this is?
