If the small belarus tractors are like the 822, I believe the steering stops are incorporated into the steering valve hydraulics in front of the radiator. This assumes that your tractor has power steering. These stops should be dependent on internal piston travel, which may indicate that you may have some internal hyd system problems in the steering valve. Just some thoughts based on my experiences. These tractors (822) are noted for poor or no power assist when things get worn, to the point that they cannot be steered when backing, and require arms like Popeye when moving forward. Good luck.
