Excuse me sir? I worked on that project and the purpose was to support/validate Physicists theories and calculations on atom splitting Quarks and Top Quarks, remnants of the collision of two Ion bunches traveling in opposition directions, at near the speed of light ....aka Super Collider (collision). The Super part of that (Super Conducting Supercollider) was the focusing magnets required to control/focus the beams in their 54 mile circumference, orbit, which were cooled by Cryogenic stations every 5 miles to maintain the magnet temp to 4 Kelvin.......aka 4 degrees above absolute zero. You won't believe the amount of electricity it was to consume in the process.....supply infrastructure was already being put in place from the Tex. Utilities plant in Fairfield, Tx (North of Houston). The annual budget for the operation and maintenance was estimated to be 200 Million per year once up and running. Surely spinoffs would result, like improved insulation techniques, like those used therein but fuel savings or new types? From the taxpayer standpoint, good that it was shuttered....opinion.
