Yes check valve lash. If it has been sitting for a long time, the rings on the low side may be stuck. Put some atf or marvel mystery oil in those cylinders and let set for a few days and then do a compression check. Boring a block in a job for professionals who do it often and have the right equipment. Using a hone to try to bore even .010 oversize will very likely result in an egg shaped and tapered bore. The higher compression is even bordering on poor.
