TO30 lift should only operate with PTO engaged, so your post seems reverse of my experience. However, the TO30 does not have position control and unless you install aftermarket positon control like the Zane Thang, etc., it will not stay at same position constantly. This may be related to your post, or not, as like the other reply I am having problem understanding the situation (and I have two TO30s). Email me if you like. Sorry can't help more.
