Dripping a few drops after a failed start is common with an updraft.
If it starts dripping as soon as the fuel is turned on, then it is flooding. Can be caused from trash in the needle/seat, bad needle/seat, partially sunk float, bent float.
The carb will only work as well as the rest of the engine. If it has low compression or weak spark, it will be hard to start with even the best carb.
