You answered your own question. If you don't think it's safe to run a tractor on that hilly pasture, then it's just not safe. Check your local laws. Around here folks often hire a dozer to cut a firebreak around the pasture and then burn it once a year. The natural revegitation may be all you need or you may have to plant a pasture grass once and then let it reseed each year. Check with your county extension agent for more information. A small, light tractor might be fine for mowing a nice lawn. That's up to you. But a larger, heavier one would be much better for clearing snow off your road. I use an Oliver 1650 with a 3 pt. box blade and a loader for clearing snow and I live in a place that gets 15'-20' per winter. You might consider getting a small lawn tractor for the lawn, and forget about a real tractor. My wife and I cut the 2 acres or so of lawn around the house with push mowers. Check and see if you can hire someone to plow your road. Up here the county charges a flat $15 per storm to plow private drives. If you only get a few storms per winter, this might be the low-cost way to go. Or some neighbor with a pickup or tractor may want to earn a few extra bucks maintaining your road for you. Good luck!
