I've been working in Mexico. The cartels and other criminals install the taps and sell the stolen gas to motorists for instant profit. Pull your vehicle up to the tap and they fill it up just like a gas station. There is a severe gas shortage now due to their president shutting down the gas pipelines that carry the gas to several regions of the country to fix all the illegal taps. He should have just marched the military up and down the pipelines and shot the criminals on site. Lines at gas stations are crazy while people wait for the next tanker to show up so they can get 500 pesos ($25) worth of gas at a time. Before the shortage gas prices were roughly the same as in the states.
