Same as for cleaning tractors and everything else that gets bad. Potassium Hydroxide, also known as caustic, most readily found in dollar store oven cleaner. It won't attach the concrete like an acid will. I just happened to notice the 4x5 foot area yesterday where some acid got spilled twenty five years ago. You don't want to trade one bad look for another. Epoxy paint is great for a protective coating but you want to get it very clean first.
