13.5 gpm at 2000 psi would give a theoretical power of about 15 hp. However, this isn't taking into account inefficiencies so the actual usable power out of the shaft would only be 10-12 hp. (I don't know what your system pressure is so the 2000 psi is just a guess.) The tractor would need to have a fairly sizable oil cooler since that lost power is going directly into heating the oil. The demands on the hydraulic system created by running a motor under continuous load is very different than loader work.
