I would try the weld a nut with the washer. The washer idea is new to me, I have welded a nut on one in an exhaust manifold that I had been working on for over a month. One new idea: use an impact wrench when you are ready to loosen. I have twisted off several bolts with wrench and socket, but have gotten some really tough ones out with the impact, including the one in the exhaust manifold. Hit it a few blows left, then a few right. Worst you can do is break off the nut, should not do that if you get good penetraction and fill in the nut. Good luck, getting one like that is almost fun as the first time an old, previously stuck engine runs.
