Brakes could be operated w/simple lever connected to pedal/shaft extending upward.Clutch would be a bit more difficult.Clutch must be used on this tractor to engage/stop PTO.Also this model(NAA/600/Jubilee)very seldom has power steering,(expensive option)however is desirable model to many folks.Throttle and gearshift are hand operated.PTO engagement(low left footboard)lever would need extension.Hydraulic control located just below right side of seat should be OK for you.As said below,check with the Ford/Board here.Those guys are sharp.Also anything said here would apply to most gearshift older Fords(8N.9N,600-900 series,early 2000-4000)as they are all pretty much the same except for horsepower and options.
