I saw a restored B with a wide rear axle at a show. No electrics, crank start, row cropper. Started right up. Guy wanted $2000 for it. Fair price? I agree with Bubba on this one. $2000 does seem high, but if it is restored, the guy probably put that much into it if it has new rubber, paint and engine overhaul. I've got a B, definitely not restored, and paid $1000 about 5 years ago. In a lot of places that would be steep, but around here was about the right range, since he delivered it and threw in a plow and dozer blade. The B is the right size for you, probably, if you don't have much space. It will fit in a garage, none of the parts are really heavy, and it's easy and fun to work on and operate. You might try offering the guy $1200. Worst he can do is say no.
