It's been several years so I don't remember the specifics.
I am assuming it is a electric/ hydraulic unit? If so there are solenoids on motor/pump assembly. one of them has stopped functioning or incorrectly. They are rebuildable or easily replaced.
Western Plow has or did have a flow chart that was a very simple way to determine what caused your specific failure and point to the solenoid that has failed.
I will look to see if I still have a flow chart and will post it if I find it.
The basics of these units haven't changed much in the past 30-40 yrs.
In the meantime search the western/fisher website for their Mechanics Guide. I have the one for fisher not sure if the Western would be the same. They are currently owned by the same company.
If it angles either way but won't hold, it would be a solenoid problem. BTDT
