Oliver 66 surging.....

I have an Oliver 66 RC. The engine idles smoothly, but often when I am using the tractor it will "surge" (it feels like someone is pulling the throttle up and down continuously, causing the tractor to jerk back and forth). I adjusted the carburetor, but this just seemed to cause the "wavelength" of the surge to change. Someone told me to run it with the choke out a little, which seemed to alleviate the problem, but I ended up with gas in my crankcase oil. I'm guessing I might need some governor work???? Any tips on adjustments? I'd like to play around with it myself. Matt
