Being brass it will be quite oil, probably 20's era.
An old friend of mine that died about 10 years ago was into the old OMC outboards. He had a shop full of them, old ones, mid century models, factory racers, boxes of parts... A lifetime of collecting and restoring.
I never knew what happened to it all, I'm sure it got scattered and sold for pennies on the dollar. A real shame.
