For a front tire, 16inch or so, put the tire over one flange of the wheel, with valve stem hole facing up, insert the tube, pull the valve stem through the hole, I suggest getting a valve stem tool with a chain on it, so you don't lose it inside the tire if it gives you trouble in mounting it. Put about five pounds of air in the tube at this point, to straighten the tube out and it also gets it away from the rim so the tire tools don't pinch it, then finish putting the outer bead of the tire over the rim, and inflate. That website is terrific, but fifteens and sixteens are just a bit different, than rears. John in Ne.
