If it has set for long periods of time it can lose it's prime in the pump. Ours will do that sometimes during the winter. Sometimes the 5 gallon over full solves the prime problem and sometimes just let it run while working the steering wheel side to side will cause it to prime. I've done both with results. I change filters annually on tractors that don't get as much use like just for planting then set till fall.
