The ground strap is supposed to attach to the points where the power wire from the magneto primary coil attaches to the breaker arm. When pressing the grounding button you bypass the points causing them be shunted to ground. By disabling the points the mag, and hence the engine, can no long operate.

Do not try to remove the "one-way" screws. They are factory set to provide proper clearances in critical areas.

You can replace the strap with a wire but use a rather stiff one to prevent it from vibrating around, wearing through the insulation and shorting the points out thus killing the engine.
