mitsubishi (sp?) help

My dad just bought a mitsubishi tractor and is having problems getting it to run with a 5ft bushhog attached. It appears to have 3 ranges, 4speed trans and a 4sp PTO. He was told that the tractor has around 30 hp and could handle a 6ft bushhog. No matter what combination of gears I used, I couldn't get it to run and turn the blades unless the bushhog was completely off the ground. Now with the 5ft, it will turn the blades but starts smoking badly if it gets into any heavy grass. The PTO stick is also leaking badly due to a split in the boot. My questions are - what gear should the PTO be in for normal pasture cutting, where can he get a new boot for the PTO lever, all the stickers are in Japanese - is this a grey market tractor? I have a Ford 1715 so I'm not much help to him. thanks
