I grew up near Lake Worth Tx, there is a town called Lake Worth, and also a small city reservoir named the same.
Back when the lake was just built, it was quite a tourist attraction.
There was a marina that sold lake tours. Some of the employees at the marina got the idea to sink a barrel full of rocks with a cable and pulley, and rigged up a half inflated inner tube on a cable that they could crank along just under the surface of the water. At night they would wait for the tour boat to come by, operate the "gill monster" and wait for the sightings to begin!
Well, the sightings caused such an uproar, people started seeing all kinds of monsters! It eventually grew legs and evolved into "goat monster"!
There was river road where the river fed the lake. Used to be, you could drive back in there, do a little fishing, a lot of drinking, and other things that went on back there...
A few times Goat Monster actually made some public appearances. He was known to lurk in the dark, jump out at people parked back in there. Throw rocks and car wheels, pound on car hoods!
It's a real miracle someone didn't get shot! I doubt the goat man suit was bullet proof!

There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard.
