The o rings are on the sleeves in those IH engines. IH does have a replacement repair sleeve insert for the block, but, I replaced a whole lot of sleeves in those engines and never found the need to repair the block. Some had slight erosion right above where the top o ring fits but just enough good block left so it didn't effect the seal of o ring.
Some of the sleeves broke off, some had holes in and most just ate the o ring and groove in sleeve.
Original 1066 did not have water filter and we installed a lot of the filter kits. Proper maintenance of coolant with the filter and extra additive if testing showed it was needed extended the life of the engine to a normal expected life time.
