Several scholars have argued that the slaughter of the bison would not have happened in an environment with well-defined property rights (Benson, 2006; Hanner, 1981; Lueck, 2002; Taylor, 2011). As far as the Native nations were concerned, property rights existed, though they were clearly not enforced. One reason for this was political.
