The white piece is a ballast resistor that is used to enable a 6 volt coil to be used with a 12 volt system.
The coil in your picture is a newer 12 volt unit with a built in resistor. It says so right on it. You do NOT want to use that ballast resistor with that coil. In your case, do away with it. You will have a very weak spark with it, as set up in your picture.
