Shep, look on the label and go to the website of the manufacturer. Probably Monsanto, Dupont, Dow or somebody like that. That should lead you to all the info you'd ever want.
In our right-of-way work, we use a lot of Krenite on cut stumps. Accord will work on cut surfaces or foliar. You need licenses for all of this stuff. Here in NH it's all regulated by the Ag Dept. and all states are different.
We also do "basal" spraying on standing brush as some of the other posters have described below. Never on mature trees, though, just 5 (or less) year old brush.
