580 c/k 'b' 1972

I have an older case with a couple of problems. When I go down steep hills, the right rear tire locks up until I hit the accelerator. Does anyone know why this may be?

I also have a hydraulic problem with the backhoe. There was a set of steel lines that connect from the intermediate piece of the hoe to the boom. When I got the machine it was cracked. I tried to fix the problem with longer flexible hoses. The flexible hoses are too wide and now get pinched when the hoe is raised. Does anyone know if or how I could buy hoses and bend them myself. The raduis is pretty tight and I am unsure if it is possible.
