Per my Vocational school diesel mechanics instructor way back in 1977 : The pin is designed to go thru the hole with the long leg toward you. The long leg only is then bent back over the end of the shaft.Thats why its longer ,to be easier to get a hold of to bend. The short leg is to be left straight.This gives as much surface as possible to stop the nut from turning and an unstressed part of the pin for strength. He was a VERY sharp mechanic and a good teacher.
