Hyraulic Cylinder Question

I own an IH 300U with a backhoe attachment. The boom cylinder is dual acting but drifts down after it's raised. I have powered it down enough to lift the backend of the tracker off the ground and no drift occurs in that direction. My question is: should I be looking at the cylinder for leak-by or the control lever?
