Sounds like the clutch is stuck. I have a 950 with the same problem. The clutch was stuck when I bought it. It is fairly common for the clutch to rust and stick to the pressure plate. In fact, my manual says to clamp the clutch pedal down if it will sit unused for extended periods of time. I have tried various things to try to free it. With my bushhog running and the clutch pedal down, I have tried dropping the bushhog into some tall grass to try to break it loose, but no luck. I even tried slowly lowering it down on a small stump, but even that did not do it. I think my only option is to break the tractor apart. If yours has not been stuck very long, you might get it to break free.
